VOICE/CSEA Action Plan

In an effort to prepare a plan of action for the coming year, we have held hundreds of conversations with family and group family child care providers across New York—at providers’ homes, in small group and county-wide meetings, and with leadership teams from across the state. The following issues emerged as priorities. Based on what we learned, we voted to adopt the following four point action plan to guide our work from today through November, 2012:

Child Care Funding

• Protect the 75th percentile standard for establishing ceiling rates for reimbursement.
• Work to protect and secure new funding for early learning and care at the local, state, and federal level.

Insurance

• Work to secure affordable homeowners, liability and disability insurance for home-based child care businesses across the state.
• Work to secure an insurance carrier who will work with us to expand eligibility for the Family Health Plus (FHP) Buy-In program.

Child Care Regulations, Rules and Policies

• Work to clarify and simplify regulations, rules and policies.
• Ensure that the rules and regulations are enforced fairly.

VOICE/CSEA Local 100A and Local Chapters

• Establish 25 VOICE/CSEA Chapters across the state.
• Launch dues and fees payment and deduction systems.
